If mercy is shown to somebody, the giver is blessed, simutaneously the person who takes (receives) mercy is also blessed. So according to speaker it is twice blessed. The interpretation is as follows In nature, if the cloud is blessed, it showers the rain on the earth. On the other hand the earth also gives trees and fruits if it is blessed. That means both the cloud (giver) and the earth (receiver) were blessed twice. It is vice-versa.
3. The speaker compares the power of the king with the power of mercy, saying that mercy is the mightiest of the mightiest. How does she justify this? (Read the last part of the text carefully)
The throned kings had the power to rule. They carry their sceptre which indicates their royal power. The sceptre is also a symbol of their majesty. They can create the threat and fear in the hearts of their people by using their worldly power. But Mercy is the divine quality if the monarchs had imbibed mercy in their heart, they become like God. Mercy can over rule the temporal power and kings are changed like God. So the speaker compares both and says that Merey is the mightiest of the mightiest.

“Quality of Mercy” is the extract taken from the play “The Merchant of Venice” written by William Shakespeare. This play is believed to have been written between 1596 and 1598. Though it is classified as a comedy in the First Folio and sharing certain aspects with other romantic comedies. This play is most remembered for its dramatic scenes, and is best known for Shylock and the famous “Hath not a Jew eves”? speech. Peorria’s speech about “The qual- ity of mercy” is also notable. In the play the Jewish money lender Shylock showed the extreme cruelty. At the end, the quality of mercy wins by Portias clever argument.

“Quality of Mercy” ಇದು compassion ಎಂಬ ಘಟಕದಡಿ ಕೊಟ್ಟಿರುವ ಪಠ್ಯ compassion ಎಂದರೆ ಕರುಣೆ, ಅನುಕಂಪ, mercy ಎಂದರೆ ದಯೆ, ಕನಿಕರ, ಈ ಪಠ್ಯವು ಪ್ರಸಿದ್ದ ಇಂಗ್ಲೀಷ್ ನಾಟಕಕಾರರಾದ ವಿಲಿಯಂ ಶೇಕ್ಸ್ ಪಿಯರ್ರವರಿಂದ ರಚಿಸಲ್ಪಟ್ಟಿದೆ.

ದಯೆ ಅಥವಾ ಕರುಣೆ ದೈವೀಗುಣ. ಇದು ಯಾರೊಬ್ಬರ ಬಲವಂತಕ್ಕಾಗಲಿ, ಒತ್ತಾಯಕ್ಕಾಗಲಿ ಬರುವ ದಿಲ್ಲ. ಇದು ಸ್ವರ್ಗದಿಂದ ಸುರಿಯುವ ಮೃದುವಾದ ಮಳೆಯಂತೆ ಹನಿ ಹನಿಯಾಗಿ ಭೂಮಿಯ ಮೇಲೆ ಸುರಿಯುತ್ತದೆ. ಇದು ಕೊಟ್ಟಾಗ ಮತ್ತು ತೆಗೆದುಕೊಂಡಾಗ ಎಂದರೆ ಎರಡೆರಡು ಸಲ ಅನುಗ್ರಹಕ್ಕೆ ಒಳಗಾಗಿರುತ್ತದೆ. ಇದು ಎಲ್ಲಾ ಗುಣಗಳಿ ಗಿಂತ ಶಕ್ತಿದಾಯಕದಲ್ಲೇ ಶಕ್ತಿಯುತವಾಗಿರುವ ಗುಣ. ಸಿಂಹಾ ಸನಾರೂಢರಾದ ರಾಜ ಮಹಾರಾಜರುಗಳ ಅಧಿಕಾರಕ್ಕಿಂತ ಶ್ರೇಷ್ಟವಾದುದು. ರಾಜ ನಾಲಾರಾಜರುಗಳು ಪ್ರಾಪಂಚಿಕ ಅಧಿಕಾರವನ್ನು ಮಾತ್ರ ಹೊಂದಿರುತ್ತಾರೆ. ಅವರ ಅಧಿಕಾರ ದಂಡ ಈ ಭೂಮಂಡಲದಲ್ಲಿ ಮಾತ್ರ ಚಲಾವಣೆಗೆ ಬರುತ್ತದೆ. ಈ ಅಧಿಕಾರ ದಂಡವನ್ನು ನೋಡಿದಾಗ ಜನರಿಗೆ ತಮ್ಮ ರಾಜನನ್ನು ಕು? ತು ಭಯ ಭೀತಿಗಳರುತ್ತದೆ. ಆದರೆ ಅದೇ ರಾಜರು ತಮ್ಮ ಹೃದಯದಲ್ಲಿ ದಯೆ ಮತ್ತು ಕರುಣೆಯನ್ನು ಹೊಂದಿದ್ದರೆ ದಯೆ ಅಧಿಕಾರ ದಂಡಕ್ಕಿಂತ ಹೆಚ್ಚು ಜನಪ್ರಿಯತೆ ಯನ್ನು ಪಡೆಯುತ್ತದೆ. ದಯೆ ಕಾರುಣೆಗೆ ಅಧಿಕಾರ ದಂಡವನ್ನೂ ಮೀರಿದ ಶಕ್ತಿಯಿರುತ್ತದೆ. ಯಾವ ರಾಜನು ತನ್ನ ಹೃದಯದಲ್ಲಿ ದಯೆಯನ್ನು ಹೊಂದಿರುತ್ತಾನೆಯೇ ಅವನೂ ಸಹ ದೇವರಂತೆ ಆಗಬಹುದು. ಅವನೇ ದೇವ ಮಾನವನಾ ದಾಗ ಅಧಿಕಾರ ದಂಡವೇಕೆ ಬೇಕು. ದಯಾ ಗುಣವೇ ಹಾಗೆ, ಯಾರು ಅದನ್ನು ಹೊಂದಿರುತ್ತಾರೋ ಅವರು ಅಮರರಾಗುತಾರೆ. ಲೇಖಕರ ಪ್ರಕಾರ ದಯೆ ಎಂಬುದು ದೈವೀಗುಣ ಮತ್ತು ಎಲ್ಲಾ ಗುಣಗಳಿಗಿಂತ ಶ್ರೇಷ್ಠವಾದದ್ದು.
